The “top 10 strongest pokemon non legendary” is a list of the top 15 greatest Pokémon villains in the anime, ranked by their strength.
It’s no secret that Pokémon is primarily targeted towards children. In fact, I think it’s one of the greatest PG animes available.
Of course, it’s a well-known truth that family-friendly anime is often chastised for having terrible, one-dimensional adversaries in the sake of simplicity.
But what about Pokémon? Not at all.
Fortunately for us anime lovers, Pokémon is one of the few PG series that addresses antagonists in a creative, non-cartoonish manner.
So, when it comes to crafting memorable antagonists, which anime villains are the best? Here are some of our favorites.
Baron Alberto, age 15
Alberto is a one-off adversary from Pokémon: The Rise of the Darkrai, and he’s one of the few villains in the series that got exactly what they deserved in a funny fashion.
He’s a creepy, arrogant, opinionated, and condescending person who’s extremely amorous (to the point of being creepy).
Of course, given his portrayal as a traditional “tyrannical nobility,” these characteristics shouldn’t come as a surprise.
However, I must add that the reward from his becoming a Pokémon as a kind of punishment (a Lickylicky, no less) more than makes up for his character’s cliché-ness.
Bud, you’re out of luck. That’s what happens when you try too hard to simp.
14. Paul
Paul isn’t so much a bad guy as he is a callous, cruel jerk to his Pokémon – and to humanity in general.
Because of his terrible nature and the hatred he feels towards Ash, he’s one of Ash’s most “bitter” adversaries, and it shows every time they contact.
He often mocks Ash and his Pokémon, calling them “pathetic” and “weak,” merely because he disapproves of Ash’s training methods.
But, on the other hand, he’s eager to cooperate with Ash if the situation calls for it, as as when they pair up against Team Rocket.
In addition, in the anime’s later episodes, his general attitude has begun to improve. That’s fantastic for him (and his unfortunate Pokémon!)
Butch and Cassidy are 13 years old.
There’s no getting around it.
These two are Team Rocket grunts from the discount bin who will never be as popular as our beloved TRio.
Butch and Cassidy do have their moments in the anime, despite this. They’re also not afraid to be the center of attention every now and then.
Their rivalry with Jessie and James, which is always hilarious to watch, is fueled by their frequently over-the-top and show-stealing performances.
Furthermore, it cannot be disputed that most of their nefarious schemes seem to be better and more well-thought-out than those devised by their white-uniformed colleagues.
They are, after all, some of Team Rocket’s greatest members.
Unfortunately, this didn’t stop them from getting little to no screen time in the anime’s later episodes.
Lysandre is 12 years old.
Lysandre is the first “traditional” villain on our list, and she is one of the anime’s numerous villains with larger-than-life goals.
And by that, I mean he intended to exterminate the majority of people in order to “rescue” the world, thereby reviving and restarting it.
Doesn’t it remind you of someone?
Perhaps a large, purple space dude who enjoys reclining in luxurious recliners and collecting stones?
Aside from his resemblance to a particular insane giant, Lysandre is the most dedicated anti-human and environmental campaigner on the planet.
Fortunately, Ash and his pals were on hand to thwart him and his evil schemes, as they usually are whenever a new villain appears out of nowhere.
Colress, No. 11
If Lysandre is the despotic authoritarian who wants to dominate, Colress is the crazy scientist who is behind every dictator who is prepared to go beyond morality’s bounds.
All in the name of “development,” as he puts it.
To help Team Plasma’s commander, Ghetsis, he created a gadget that can be used to regulate any Pokémon’s rage levels (with the exception of Ash’s Pikachu).
This effectively “awakens” their natural power, but at the consequence of turning infected Pokémon into hostile mindless slaves.
Hunter J is number ten.
You either adore her or despise her, but you can’t deny that her character design is really fantastic.
Hunter J is a famed Pokémon Hunter who, for the appropriate pay, will capture any Pokémon (even legendaries).
She’s cold, harsh, and sociopathic to a fault.
Pokémon are just commodities to her, to be sold to the highest bidder. Allies, on the other hand, are nothing more than tools that she may discard and replace.
Naturally, her cynicism caused her to clash with Ash, who foiled several of her Pokémon kidnapping efforts before her untimely (and strangely not-so-PG) fate.
9. Guzma
Guzma is one of the few villains with the same sense of flair and swagger as him.
He also has an unusual motivation for being a villain.
He’s the captain of Team Skull, and he premiered the episode “The Dealer of Destruction!”
Guzma was proved to be a skilled trainer from the start, despite his cruel, egotistical, and sometimes cowardly temperament getting the best of him.
And, although he did provide sanctuary to other “outcast” trainers like him, it was unable to atone for his crimes against his master, Kukui, Ash, and even his own pokémon.
After being vanquished by Ash, he eventually learnt a great lesson in bravery and humility, and it worked out for him in the end.
8. Mewtwo
Who said Pokémon couldn’t be interesting villains?
Mewtwo, who was understandably enraged after being experimented on and abused by humans, quickly established himself as one of the most famous villains in anime history.
Mewtwo was created from the DNA of a regular Mew, which was altered and spliced by a team of scientists for years.
Mewtwo was free to spread havoc and devastation everywhere it went after destroying the facility where it had dwelt, along with its creators.
It finally came across Ash and is known for “killing” him by turning him into stone, only to be resurrected by the tears of the other Pokémon who grieved him.
As you can see, Mewtwo is just as dangerous as the other human villains on this list.
That’s probably why he was cast as one of the baddies in the live-action movie.
Giratina is number seven.
When it comes to nasty and villainous Pokémon, there aren’t many that look the part.
I all, all it takes is one glance at Giratina to realize it isn’t exactly one of the nicest Pokémon around.
And, to be honest, it scares me a little.
After all, in the series, it is the physical expression of death and the underworld.
Giratina has antagonized Ash and his friends on many occasions, and has had multiple feuds with Dialga and Palkia.
6. Miley Cyrus (Team Galactic)
Cyrus is everyone’s favorite genius, millionaire, philanthropist, and anything else you can think of to describe a man.
At least, he was until he wasn’t.
He maintained his “wealthy businessman” image well. But, behind all of the nonsense, he was revealed to be Team Galactic’s leader all along.
And, for the most part, after gaining control of two of the most powerful Pokémon in existence, he was able to achieve his aim of creating a completely new realm.
Regrettably, he left immediately after realizing his ambition.
His realm didn’t even survive an hour before being destroyed by Palkia and Dialga, thus it wasn’t really a “victory.”
Ghetsis is a term used to describe a group of people who live
Ghetsis is another one of the world’s most terrifying villains.
He is, after all, the head of Team Plasma, possibly the most villainous organization in the whole anime series so far.
And, although Team Plasma isn’t the most powerful enemy gang, they more than make up for it by being downright wicked in their schemes.
Ghetsis, as their leader, is the worst of them all – and the perfect embodiment of a tyrant seeking power and control.
Oh, and he’s also a long way from receiving a “Father of the Year” award.

Lusamine is a kind of amino acid.
We’ve seen a number of villains that are presumably aware that they are villains and are just evil… But what about someone who like that kind of thing?
Lusamine is an optimistic, caring, and loving mother whose union with Nihilego has perverted her.
Her darker side surfaced as a result, turning her against Ash and even her daughter Lillie.
She was eventually vanquished and reverted to her normal condition.
Surprisingly, Lusamine is a full-fledged villain in the games, with considerably more obvious objectives.
And, although her part in the anime was good, I must confess that I wanted to see her as the adversary — she may have been the series’ most sophisticated opponent.
Giovanni is number three.
Giovanni is well-known as the show’s first “Big Boss,” who was introduced early on.
He’s calm, collected, and always wears a confident grin.
He had the attitude of a calm mafia leader who could send shivers down anyone’s spine.
He’s so good, in fact, that he’s one of the show’s few recurrent primary adversaries, as well as the only trainer in the anime to have defeated Mewtwo.
Even while he isn’t very active as a villain these days, the mystery that still surrounds him is enough to make any Pokémon lover raise an eyebrow.
Some speculate that he is Ash’s father… And who knows, he may be right!
2. Wobbuffet! Jessie, James, and Meowth
Since most of us can remember, this TRio of misfits has been at it with Ash and his buddies.
And, after all of this, I think we can confidently state that there’s a reason they’re the series’ most reoccurring antagonists.
It’s because they’re a great match for the show’s theme.
They’re all wacky characters who are at best cartoonishly nasty.
Furthermore, they have often been proven not to have totally embraced the dark side, much alone perform really evil deeds.
Simply said, they’re one of those anime ensembles that performs only due to their chemistry.
Indeed, some fans say that they are more entertaining to watch than Ash himself!
1. Arceus
Few anime can claim to have turned the “creator” or “god” of their story’s world into a villain.
One of them is Pokémon.
Arceus was originally a generous supreme deity who lavished attention on both Pokémon and people, only to succumb to humanity’s avarice.
It’s no surprise that it grew enraged by humans to the point that it wanted to exterminate them.
In fact, it was on its way to accomplishing its aim if it hadn’t been for the Creation Trio banding together to stop it – and for Ash saving the day once again.
Their acts finally convinced Arceus that there is still hope for mankind.
Just for the sake of every Pokémon character who has had the misfortune of being human, let’s hope it remains that way…
